Per-capita Education Budgets of States

An important indicator of the priority accorded to a sector is reflected through the per capita expenditure on it. The metric below provides a comparative picture of the per-capita or per-person expenditure on education that different states have committed to in their respective state budgets of 2021-22. States like Goa, Delhi and Kerala have recorded higher than average per-capita education expenditure while Bihar has the lowest per-capita expenditure in the sector. Among the special category states, Sikkim tops the list.

Notes:
1. 'Education Budget' here includes total budgets of a state's education related departments like Departments of Elementary, Secondary, Higher, Technical and Adult Education, Sports, Youth, Art and Culture etc. of each state. Additionally, it includes major expenditure on education undertaken by other state departments and budgets on education for Scheduled Castes and Scheduled Tribes.
2. For Punjab, the budget documents of 2021-22 are unavailable online and hence it could not be included in the state-wise comparison.
3. For calculating per-capita education budgets, the total population of the state has been taken into account. This is because the education sector here includes both pre-primary and adult education and hence it is relevant to consider the total population as the base for calculation.
