Per Capita Agriculture Expenditure

In addition to the share of agriculture sector budget in total state budget, another important indicator to capture the priority accorded to agriculture sector is by representing the per capita budget allocation towards this sector by each state. The map presents per-capita expenditure on agriculture sector (on the basis of average expenditure during 2016-17 to 2021-22 BE). It has been found that only Punjab and Tamil Nadu from non-special category States and Mizoram and Sikkim from special category States are spending more than the all India average per-capita household income of agriculture households (i.e. Rs.8337) whereasthe economically poorer States such as Bihar, Uttar Pradesh, Rajasthan and Jharkhand are at the bottom. From special category States, Assam is spending the lowest per-capita on agriculture sector, i.e. Rs 1806.

1. Per-capita expenditure on agriculture is the average expenditure during 2016-17 to 2021-22 (BE) which has been calculated by taking total sectoral expenditure upon respective States' population depending upon agriculture.
2. The range has been set on the basis of average income of agricultural households during July 2018 to June 2019 (where net receipts from farming are obtained considering both the paid out expenses and imputed expenses) as provided by 77th round of NSSO on Situation Assessment of Agricultural Households and Land and Livestock Holdings of Households in Rural India, 2019.
3. Data for Arunachal Pradesh, Goa and Manipur have not been considered for our purpose here.
