Per Capita Health Budgets of States

In addition to the matrices showing the change in health budgets of states over the years and the share of health budget in total state budget, an important indicator for capturing the priority accorded to health services is by representing the per capita budget for health for each state. This metric shows a comparative picture of how much has been committed as health services for each person in the state. The map presents the data on per-capital health provisions from the most recent budget of 2021-22 BE. States like Goa and Delhi have higher than average per capita health budget amounting to Rs. 11569 and Rs. 4829. States with some of the lowest per capita health statistics are Bihar with Rs.1078 and Telangana with Rs.1074 respectively. Among the special category states, Assam records the lowest per capita health budget of Rs.2107.

1. 'Health budget’ here includes the total budget of the state’s health-related departments (such as Department of Health and Family Welfare, Department of Medical Education etc.) Additionally, it includes major expenditure on health undertaken by other state departments (such as Departments of Labour, Public Works, etc.); and budgets on health for Scheduled Castes and Scheduled Tribes.
2. For Punjab, the budget documents of 2021-22 are unavailable online and hence it could not be included in the state-wise comparison.
