States' Health Budget as Share of Total State Budget in 2021-22

Government spending on health has come into greater focus since the onset of the pandemic. In India, states have the primary responsibility for public expenditure on health. This metric shows a comparative picture of how states are budgeting for health vis-à-vis their total budgets, which can be a measure of the priority accorded to the health sector. Among non special category states, Delhi and Goa spend a relatively higher proportion of their total budgets on health. For most of the remaining states in the category, the proportion remains between 4-6%. The metric also shows the trend in the share of health sector spending by states over the last few years.

Notes:
1. 'Health budget’ here includes the total budget of the state’s health-related departments (such as Department of Health and Family Welfare, Department of Medical Education etc.) Additionally, it includes major expenditure on health undertaken by other state departments (such as Departments of Labour, Public Works, etc.); and budgets on health for Scheduled Castes and Scheduled Tribes.
2. For Punjab, the budget documents of 2021-22 are unavailable online and hence it could not be included in the state-wise comparison.
